As a prime consultant, Mr. Franks managed and directed the team in developing a corridor location acceptable to diverse interests. Work included preparing the DEIS and FEIS, directing extensive community involvement and agency coordination efforts, and designing prototypical Park-and-Ride Stations. The completed highway opened in 2003.
