I-95 Reconstruction & Bridge Rehabilitation Project,
Northern Delaware
HFA provides public involvement, public information, and mitigation design services for the reconstruction of Interstate 95 from south of Wilmington to the Pennsylvania border and the rehabilitation of the bridges in that area. The highway is located near numerous residential communities and retail/commercial areas, requiring a carefully coordinated program that brings together diverse interests and stakeholders in the decision-making process.
At the beginning of the project, HFA prepared a feasibility study and developed the public involvement and information campaign. HFA managed a series of committees, including:

I-95 Executive Committee - Included heads of all DelDOT Departments. The purpose of the Executive Committee was to oversee and coordinate the project with other DelDOT projects and priorities.

I-95 Working Group - Included DelDOT staff, City of Wilmington staff, public officials, citizens, advocacy groups, and business interests. The purpose of this group was to incorporate the interests of various stakeholders into the planning and implementation of the project. Based on input from this group, DelDOT took the unprecedented step of completely closing the Northern Section of I-95 in order to reduce the construction time.

I-95 Transit Committee - This committee planned and supervised a series of transit improvements designed to encourage commuters to use transit instead of driving during construction.

I-95 Construction Committee - This committee coordinated all the transportation construction activities throughout the project area. Due to the sever traffic impacts of the I-95 construction, it was necessary to ensure that other roads in the project area would be unobstructed. In addition, improvements were made to routes expected to see an increase in congestion during I-95 construction.
